Current approaches to public management do not work when the world is complex. Human Learning Systems is an alternative approach to public management which embraces the complexity of the real world and enables us to work effectively in that complexity.

Toby Lowe will be talking about a recently published guide he contributed to which was commissioned to support those undertaking learning system-based change. This approach to policy and legislation development puts choice and control in the hands of citizens. From Self-Directed Support to Realistic Medicine and on to Community Empowerment and Human rights – there is a strong drive to change how people are empowered to take control and set agendas.

This applies both in terms of having increased direct control over their own lives and wellbeing, and also in terms of community led models which see citizen voices shaping local and national services.

This session will explore this agenda and how Toby’s approach could truly transform services and how Human Learning Systems builds on the empowerment agenda.
