The Parliamentary Order (or Statutory Instrument) to formally establish the Cheshire and Warrington Combined Authority (CWCA) has been approved and signed by Parliamentary Under-Secretary of State (Minister for Devolution, Faith and Communities), Miatta Fahnbulleh MP.
It’s a landmark moment for Cheshire and Warrington, marking the transfer of powers from Westminster to our region. It means the Cheshire and Warrington Combined Authority is now officially established.
Helen Bromley, Director of Public Health for Cheshire West and Chester, has been coordinating a team of public health leaders across the subregion to ensure the Combined Authority embeds Marmot principles and the All Together Fairer framework into its emerging strategies, endorsed by the Shadow CA Board. This work supports the region’s ambition to create a healthier, fairer and more inclusive Cheshire and Warrington as devolved powers come into effect.
The first mayoral elections will take place in May 2027 and through the transfer of key transport, economy and skills powers from Whitehall, the Combined Authority will unlock at least £650 million in funding over the next 30 years.
The ambitions of the Combined Authority will be to bring better jobs, better transport and smarter investment to the region, transforming the area into the UK’s healthiest, most sustainable, inclusive and fastest-growing economy by 2045.
